No. Anyone, anywhere in the world (as long as they are over 16 and are not currently declared bankrupt) can form a UK Limited Company.
The only criteria is that the company’s Registered Office is based in the UK (you can purchase our registered office service from here), officers personal addresses can be located anywhere.
Obviously the company would have to comply with UK Limited Company regulations.
